A CARE agency in Studley has been told it ‘requires improvement’ after inspectors found it breached the Health and Social Care Act 2008.

Quality Assured Care Services Ltd has been graded ‘requires improvement’ in the questions of safety, effectiveness, responsiveness and well-led.

It received a ‘good’ score in just one field which graded caring.

Inspectors at the Care Quality Commission issued their findings in a report published in August.

They carried out a routine inspection of the Alcester Road site, which provides personal care to people living in their homes, on July 3.

Notably the service failed to refer an event which called into question people's safety to the CQC.

The CQC said the incident was not noticed to them, later finding the registered manager delegated it to another member of staff and did not check if it was completed.

“We found some risks to people's health and safety had not been properly assessed to reduce the risk of them happening in the future,” the CQC’s report said.

Inspectors found they had not maintained accurate and complete records for people and some people who lacked the capacity to make complex decisions had not been assessed.

The registered manager had also not established if people had legally appointed representatives who could make decisions about their welfare on their behalf.

There was limited guidance for staff to advise on care plans and the provider did not fully understand their responsibilities under the Mental Capacity Act 2005.

As a result, there was again in breach of the Health and Social Care Act 2008.

However, staff were “positive about training” and the nationally recognised The Care Certificate had recently been introduced.

People felt staff cared about them and were “compassionate” and valued them as individuals, and all the staff inspectors spoke with enjoyed their work.

Quality Assured Care Services Ltd did not want to comment when asked by the Advertiser.
