Redditch Council passes shared single management team proposals


REDDITCH Council has passed proposals for a shared single management team with Bromsgrove District Council.

Full council voted through the recommendations of the shared services board at an extraordinary meeting on Monday.

The council ratified changes made as a result of consultation, having agreed to sharing a management team back in July.

The new single management team should be in place early in 2010.

Because sensitive information relating to individuals was being discussed as part of these proposals, the public could not be present at the meeting.

I cannot reveal the content of this session as it was confidential but the case put by deputy leader Mike Braley in the absence of the his Conservative Council leader was full of apologies and on three occasions words similar to “may not be the ideal package” were present in his fumbling and error riddled statements.

I warn Redditch that once the true facts are known the "mud" will hit the fan.

Honesty to go public with this has never figured in the Tory strategy, because the whole episode is not about savings, not about improved services but about keeping themselves in power. Such is the deceit of the Tory Party, riddled with phoney stunts and media led photo shoots.

More worryingly Brown and Smith have sold our British Sovereignty down the river to the EU behind closed doors, with the lie and U-turn on the election promise of a referendum. Now wait for the taxes and the corruption from a group that has yet to have any annual accounts signed off.

Locally, Cllr Cookson (Labour) also voted to support recommendation 2 of the shared board, so not all Labour Cllrs disgaree with the format as Cllr Robin King would have us believe.

Hi Labour Croney Cllr King, who writes letters of support to himself under 3-4 different names, who is against Councils trying to improve services, who is against Councils trying to save us Council Tax and save money, who is against fair funding for Worcestershire schools, and supports our our British Sovereignty being given away (behind closed doors of course) to the corrupt machine called the EU, and dictates to us our MP did nothing wrong on her expenses, it was someone elses fault.

The hypocrisy in mentioning Rememberance Day and saying that is "relevant to the story". I wonder if those that gave their lives for independence, were to come back and see what Britain has given away behind closed doors, possibly against the wishes of the nation by 1 man, would think that the ultimate sacrifice was worth it.

If he leaves it there, or as King says "comment know more", (durrrrrrrr) - that will be a first. In the meantime, "proof positive" if you disagree with a Labour Phoney Crony, as King says - that makes you the Tory Party! (I'll take that as the compliment it was intended). LOL

At last nights council Executive, in the absence of the Tory brains (Councillor Macmillan was absent) and without the leader Carol Gandy being present, the Tory proposal to roll out a pilot scheme to charge for the collection of green waste and to ban green waste fron grey bins went rolling off into the night, they lost the vote in disarray; they also lost another by their own party proposing opposite amendments to each other.

REDDITCH Council has scooped a prestigious national procurement award.

The council has been awarded the Society of Procurement Officers in Local Government (SOPO) Award for Outstanding Achievement in Procurement 2009. It gained the award for a collaborative insurance project undertaken with Improvement and Efficiency West Midlands, Bromsgrove, . . . .

This is what we want to hear, great stuff - this is what it's all about - making savings and keeping Council Tax Down.

Collection of GREEN waste (not all waste) - sounds a good idea - people won't have to trudge down to the dump and sit in a queue for ages like they do at present (unless they choose to) - that's what it's about - choice! And it sounds like it's being argued out properly first, like a proper democratically elected council - not by 1 group alone as King wants. (Strange he didn't know that at 8.30am this morning when he wrote if the meeting was last night . . . perhaps he was asleep)!

It seems certain Councillors just cannot display maturity and trust in such a position. Why this childish individual still chooses to run around with fragmented information like a little school girl (when all the other Councillors remain professional) is a clear indication of the poor level of candidates we have available in certain wards. Not a choice Filo, you are allowed to put green waste in your grey bin now - free. If the pilot works and the Tories actually finally get their act together and whip it through full council. You will pay £30 if you want to use your green bin plus an extra £15 for the bin. So those of use with small gardens (most of the town) will be forced to pay for a service we now get free. Green waste in grey bins will be BANNED.

It will not reduce the carbon footprint but increase it as it will be collected in wagons that do 2.5 to 5 miles to a gallon of DIESEL.

About the procurement, yes a great job done by our Alex from Bromsgrove, brought to Redditch to do the job by the last Labour regime. He is doing fine in spite of the blundering Tories.

Finally, as I will not bother to carry on this conversation with someone with no credentials, democracy is giving people a choice, like you said about Europe (though the Tories are not promising a referendum anymore).

Bit below the belt with your last comment on Cllr King. Rattled his cage? Yes. Deserved? Yes. On target? Yes, but still a bit below the belt - he is quite possibly struggling, even with a job at Pilkington who are part owned by GKN, and they are having major problems too. He may not have a job when Ms Smith loses her seat. Her problem is not many people will work for her, only desperados.

Spot on with the green waste. As a Cllr Mr King should know better than to put green waste in a grey bin, wherever it goes. What an admission of setting a poor example.

I think he has nailed his own coffin on the F40 campaign - he walked right into that as usual. To deny support to the children in his own town is disgraceful.

I too congtaulate the Council on it's latest award for efficiency. As you say - it never happened with a Labour Council. I see on the news this morning the LGA has quoted £4.5 billion is wasted by central government quangos controlling local government. Central Govt. headcount up 21% in 5 years, and 10% up in local Govt. That's where our money goes!

Not one comment of support for Labour from the audience on Question Time in Leicester last night. Lots of applause every time the EU referendum was mentioned. Labour is well and truly finished nationally.

When I was a younger socialist I lived in Northfield and when at school played near a place called Triplex and Burman’s. Sadly most of this vanished like my house during the last recession under Major and Lamont.

Triplex were taken over by the Pilkington you refer to who have since been taken over by Nippon Safety Glass. They are doing brilliantly and are currently taking on
new staff, around 10 so I believe. The company are a credit to Redditch, well managed and are a good successful company, have good relations with the trade unions and pay very good wages.

Once again Ron, my experience as a hard working councillor has been able to put you back on the right path, I check the facts before I write anything.

At the current shrinkage rate that occurs in calculations of the SERCO report; the once 3.2 million saving (shared by Bromsgrove) has shrunk in a few months to around a million (shared with Bromsgrove)

By the offset of this folly it should be just about be breaking even. By the end of its strategic term, using a trend based deduction; it will be an amazing £3.2 million in the RED. (shared with Bromsgrove).

Add in the £2,000,000 Bromsgrove set up costs and Redditch set up costs we will be several million in debts with less focus on what will be left of Redditch services - Brilliant, let’s give the Tories an award or two.

Filo, using incineration is the most eco friendly way to dispose of it.

Plenty of local places to do that, and no new bins needed.

Look, the offer to give you two some training in local politics is still open, pop round or give me a call, I lay on refreshments, you both need help badly.

Using trucks that do 2.5 miles to the galleon to add to the carbon footprint is a toxic TORY POLICY.

Latest opinion polls show us crepping up on Cameron but more importantly we will be back in power locally soon and trying to reverse the total mess the Tories have made.

Pilkington sold of its Aerospace glass business 6 years ago and it was only a fraction of its entire business.

Housing and plant (as in building Ron and not green waste) glacing and automotive have always been the bulk of Pilkington's business. So let's just say you were mostly wrong Ron to be polite.

Ron, I avidly support Europe and wish we were part of the Euro. We would then have a true benchmark to measure success across a broad band of key indicators as the currency would be the difinitive common factor.

I agree that more do not support my view but that is the way of it. I am sure it would change if the reality of leaving Europe ever becomes a serious threat. Are the tories split on this?

And just a final comment that I missed off.

I never said, or have ever put green waste in a grey bin, this just a lie by you and filo to win a battle you clearly have not the ability to win without lies and cheating. Please feel free to prove me wrong.

What I did say is quote;

"Not a choice Filo, you are allowed to put green waste in your grey bin now - free. If the pilot works and the Tories actually finally get their act together and whip it through full council. You will pay £30 if you want to use your green bin plus an extra £15 for the bin. So those of us with small gardens (most of the town) will be forced to pay for a service we now get free."

I do not use that service nor have I ever said I did. My wife takes our green waste to crossgates as I do not drive.

Never mind Ron, you'll be right about something soon if you keep going.

What I do no Ron is that people will be in uproar inon the estates if that happens. Why not put it on the council tax ron and do it honestly, then the service would be free in a way? As I said, a stealth tax

I hate to say it - but all anyone has to do is read the Council Minutes on the web site that shows that Labour Cllr. Cookson voted against King in the 2nd recommendation for Shared Services. I do not like the idea of green bins.

I think it will lead to more fly tipping. I have read through all these comments and cannot understand how I am commenting on green bins. I thought the lead story was about a shared single management team. I think that will also cost more than they think. All the major officers usually end up getting enormous wage rises from these sort of things and I've never known a major council led initiative ever save money. Usually it is ones forced upon them by law that make savings.

The last person who commented was wrong, as I read Mr Ron's comment and he did say Councillor King said he used a grey bin and the Councillor pointed this mistake out to Ron not the previous person.

I think the green bins are being introduced so we are the same as Bromsgrove who used to provide the service free. They are a very rural area, and we are urban and the system will cause many problems here.

My God filo you are getting desperate, what has a vote at full council to do with a headline in the Standard? And, how does that make me a liar? The vote that imposed the whole debacle of the shared management team, was decided last Monday and ALL THE LABOUR MEMBERS VOTED AGAINST THE PROSPOSAL INCLUDING JACK COOKSON.

Yes I may have made a typo with figures but I clearly identified the correct amount at the earlier statement. Being honest I admit my mistakes. I think that answers your silly points.

You have, of course to look at anything but the issues we discuss as you must find it hard to defend a Tory Group that cannot get their act together and are in such disarray that they propose opposing amendments at council executive.

Now getting back to the nearly 2 to 3 million it has cost Redditch and Bromsgrove to reduce the strategic service we have and to save £1.2 million.

Do we not take the £2 to £3 million away from the £1.2 million (which is only a guestimate), how much is left filo? (Come on you must have a calculator).

I think we ought to be binning this one don't you? We had better put it in the grey bin as we do not want this garbage recycled.

Morning all

Seen the headlines over the weekend. Firstly, Cllr King's crapulaous rantings over the David Cameron debacle, he say's it was shameful, disrespectful, a publicity stunt plus much more while waving his accusing finger. All of which it quite possibly is, but he forgot to mention;
Gordon Brown arranged he same plus a video film crew!
"Mr Brown was accused of a 'tit-for-tat' response on learning that Mr Cameron had had his picture taken in the Abbey's Field of Remembrance".
"Jockeying: Gordon Brown with wife Sarah at Westminster Abbey's Garden of Remembrance after sending frantic messages during the service to demand a photographer and TV camera".
Still Robin - at least you always check your facts BEFORE you write anything!
Now, decisions behind closed doors ; We see Brown did a deal (behind closed doors of course) with the EU and Sarkozy to get Lady Ashton into the role of Foreign Affairs and Security. The price? Brown agrees to allow a Frenchman to control the City of London and and Financial Regulators. Knowing how Cllr. King "avidly" supports Europe and how different the financial structures are, he must be very pleased that we have again signed away our independence behind closed doors. Remember, France and Germany are already out of their recession as they were not in such a cronic financial situation when they hit it.
I don't think the Labour group is in a position to critisise anything done behind closed doors at the moment.
(P.S - Nice try Robin - think we can see through the rather feeble attempt).

Mr Alan, the lead story was about shared services, and i'm pleased the council is getting on with things. No need to worry, it won't cost more than we think and it will keep our taxes down and keep valuable services. They know how many '0's to put on, unlike some.
I read Mr Filo comments and it does say 'IF' that was happening. Then Cllr King wrote 'the lie by you and Mr Filo'. Mr Filo is correct to point out the mistake as the Cllr. is King Wrong and should apologise to Mr Filo.

Why should the people like me in my large mansion with my compost heap, big gates, Victorian fire places, patio heaters, plant pots, multiple washing machines and multiple flat screeen TV's, cameras and my Victorian Bath and Plug have to subsidise waste collection for people that cannot be bothered to seperate rubbish for recyling?
Cllr King wants all the liitle houses with little gardens to pay more Council tax. He is for higher taxes now, as well as against Recycling and Fair Funding for Redditch Schools! Some manifesto !

People who recycle household waste would get up to £130 a year in shopping vouchers under the Tories, George Osborne has said.

They have been piloting the US-style scheme in Berkshire and say they would roll it out to councils across Britain.

In a speech the shadow chancellor said a Conservative government would reward people who recycled, not "punish them" with "bin taxes".

Ron, when have I denied what councillor Jack Cookson voted for in September? and what has that got to do with a headline in the Standard that was about our leader saying we did not support a shared chief executive or a shared management board?. Will you please let us all know, if you do find out.

The vote that passed the Joint Management board was taken a week or so ago in OCTOBER and Jack, along with the rest of us voted against the proposal. So, however Jack voted in September was not for the proposal as it has only just been voted on. What Jack voted for in September, mistakenly in my opinion, was not a final proposal so it was irrelevant. You do see this now?

The lie is that you think I did; or rather try to escape from you total inability to understand what is going on by telling lies. I am willing to go public with you and prove it. You are not, what does that tell decent people.

People who recycle household waste would get up to £130 a year in shopping vouchers under the Tories, George Osborne has said.

They have been piloting the US-style scheme in Berkshire and say they would roll it out to councils across Britain.

I doubt they will have any cuts in their basket next year and there will be a low council tax increase because it is a general election year. But the selling out of Redditch independence will be enough to oust them

Seems the people of Redditch want good services at the right price with low council tax and see some money saved, whoever delivers them.
One thing for sure, Labour can't be trusted to do it now the split is getting even bigger. Labour Cllr Robin King wrote we should pay more Council Tax, and he won't support Redditch Schools getting more money for its pupils in the f40 Fair Funding Campaign.

Now the council is justified in preserving Redditch services, saving money and trying to keep council Tax down - look at the mess that Brown and Darling are only just starting to admit to (mostly due to Brown's crass incompetance as Chancellor).
What a good job the dedicated and responsible Redditch Councillors took these steps early. Labour can't be trusted to run a train set properly.

My prediction was correct. Now we've got the cut and tax, cut and tax from labour with no hope of reducing the astronomical deficit. Only the old die hards and gullible Labour supporters will be fooled.

Labour are rightly finished before they've got off the blocks, just like Ms Smith.
